[Zerase is in the library, ignoring all the fallen bookshelves unless it has a book on it she wants. She has removed her cloak and has it hanging off a corner of a still hanging shelf. The books she has stacked on a table are The History of the Scarlet Moon, The Formation of the Highland Kingdom, The Fire Bringer War and various other texts about Harmonia's history. By the books is a piece of parchment written in glyphs. In her hands she has open another history book as she paces back and forth, every once in awhile she pauses and writes something on the parchment]

That's what I thought.

[She sets the book down and goes for another]

The Beast Rune given to the old Highland Royal family as a gift. [ At least, that's what the Harmonian historical texts will usually claim. ]

Do you honestly believe that?

More like the Beast Rune left Harmonian control. That Rune is as wild as they come. No doubt it hated the High Priest's Rune.

But I'd always assumed the rune was just waiting for Luca Blight to awaken it. [ Having dealt with both Luca Blight and the Beast Rune incarnations during his, ah, scenic detour in the City States, he has drawn his own maps. ]

... Yes, I believe you are correct in that. However, I believe it not the only reason.

Throughout history it seems Harmonia gains control and then looses control of the True Runes. Either they take hosts that rebelling against Harmonia; the Sovereign Rune and True Fire for example, or they simply leave on their own accord, as the Beast Rune did.

Admittedly, I was not present at the time, which this is only theory.

You have some experience in the Dunan Unification War, I take it?

[ He leans his head toward his shoulder, still mid-shrug. ]

I was traveling through the City States while it happened. It was hard not to hear things.

Any lasting impressions that may relate to this situation?

I remember how hard it was to get food, and how people had to line up before guards let them into town.

But nothing like this. I have no idea how Luca Blight released his rune monsters. [ For an agent dispatched to the area to learn more about the True Runes, he learned remarkably little about the True Runes. ]

I have not been on the northern continent for some time. While it doesn't help this situation, it does fill me in on what I have missed.
